Veo 3.1 Fast stability fix — locked to 720p

Veo 3.1 Fast models (S2E, T2V, I2V) locked to 720p resolution. Higher resolutions (1080p, 4K) were failing nearly 100% on the provider side. 720p remains stable and will be the only option until the provider resolves the issue.
